The Enclave is the remnant of civilization. A race of biological tanks, originally developed by humans as war machines, has taken over and rules the Enclave. A wall separates the Enclave from the Wastes, the home of the Barbarians.

Clay is a herdboy of tanks in the Enclave. His favorite tank, Zeta-8, is a mutant with highly developed telepathic powers. The authorities summarily destroy mutants. To save Zeta-8, the two escape from the Enclave into the Wastes. Clay soon learns that Barbarians are not dreaded monsters that he had been led to believe, but rather simple farmers living in villages scattered throughout the Wastes. A village agrees to take in both Clay and Zeta-8.

Clay quickly learns the ways of the village and takes part in raids against patrols of tanks. Zeta-8 eventually returns to the Enclave where he is given a high position due to his telepathic abilities. Conflicts between the Enclave and the villages escalate. There are raids and reprisals by the villagers and tanks, intrigue by tank and human officials in the Enclave, and romantic involvements. Human and tank telepaths are pitted against each other. Although Clay and Zeta-8 work to resolve the impasse, a climatic battle is necessary for a final resolution.
